Removing Roadblocks to Recovery

Representative Abel Herrero, D-Robstown, has filed legislation to stop skyrocketing Texas Windstorm Insurance Associations (TWIA) rates and ensure consumers have a voice on the TWIA Board.

“When disaster strikes, TWIA should be there to help, not set up roadblocks to recover,” Rep. Herrero said. “These bills ensure the public’s voice is heard while also stopping TWIA from raising rates when residents and business owners are at their most vulnerable.”

To ensure consumers have a clear voice, HB 1451 expands the TWIA Board to add property owner representation. HB 1450 further improves consumer input by requiring that any proposed TWIA rate increase above 5 percent does not take effect unless first approved by a majority vote of the policyholders.
